To help the governmental counterparts and UNDP country office to: (i) design an evaluation of capacities using the UNDP Capacity-Assessment Methodology adapted for local use; (ii) help facilitate the capacity assessment; (iii) analyze and interpret the results of the capacity assessment; (iv) formulate a response, based on the results.

Sub-area of Capacity Assessment. Step 1- Mobilize and Design  Create a list of basic information required for the Country Office. Collect and analyze detailed data about the goals of key organizations, including the organizational structure and mandate; functions of each unit/department; mechanisms of collaboration with state representatives and pertinent interested parties.  Make necessary arrangements for meetings and interviews with pertinent agents involved in this step of the process.  In conjunction with the Capacity Development sub-area of the KICG Cluster, prepare the Terms of Reference of each mission for submission to the Country Office.  Participate in meetings with high-profile personnel and UNDP administrators, government counterparts and other pertinent parties involved in order to create a platform for dialogue on capacity development and to discuss the scope of capacities.  Participate in workshops that present the UNDP focus on support for capacity development and its methods of capacity assessment. This discussion will be based on Practice Notes on UNDP Capacity Development and Capacity Assessment and the accompanying concept note on capacity assessment in order to support local response, as well as other existing tolos.  Participate in interviews with key actors in the processes of design and execution and evaluation of local responses in order to use feedback to refine the capacity assessment process and the development of the evaluation tool for capacity assessment.  Support the adaptation and refinement of the UNDP capacity-assessment process at the local level, including: identification of the point of entry, fundamental topic(s) and functional and technical capacities.  Assist in the development of capacity-assessment tools, including establishment of content and definition of format.  With other key contributors, review and test the validity of the pilot test for capacity assessment to ensure clarity and understanding of the questions and instructions.  Evaluate the results of the pilot questionnaire on capacity assessment and recommend necessary changes.  Develop the interview questions for parties involved (those who did not participate in the pilot test) in order to secure additional perspectives on the capacities of the target institutions.  Facilitate the preparation of an action plan for launching the capacity assessment.  During the mission, interviews should be completed with a diversity of people involved.
