SUBCONTRACTING OF WORK. A. The State will discuss with the Union any decision to subcontract work based on solely fiscal reasons when it is apparent that employees will be laid off as a direct result of the subcontracting. B. If, during the term of this contract, the State contracts out or subcontracts out work normally performed by employees covered by this Contract and such action results in layoff or demotion, employees affected will be given every priority available to continue their employment within their classification or any other position available for which they are qualified, prior to layoff or demotion. Any employee thus affected will be protected by the layoff and recall provisions of the Contract and by any relevant laws, rules and regulations. C. The State shall forward a copy of all bid notices for requests for proposals to the Union. Upon request of the Union, the State will forward a copy of the Request for Proposal to the Union. D. The State and the Union will meet and discuss the continuation and potential expansion of apprenticeship programs.
