Technical Approach and Methodology. This part of evaluation evaluates the procedural correctness of the bidder in following the scope of works as defined in Volume 3 of the ToR. The understanding of the tenderer following the scope of works forms a key basis of the tenderer’s ability to perform and deliver works to the Employer’s requirements.   • TECHNICAL EVALUATION (a) Detailed technical evaluation shall be carried out by Purchase Committee pursuant to conditions in the tender document to determine the substantial responsiveness of each tender. For this clause, the substantially responsive bid is one that conforms to all the eligibility and terms and condition of the tender without any material deviation.
