Furthermore, the Parties identified training as a key area for collaboration with the goal of building consistent technical capacity at all levels. The failure of an AGENCY or AGENT to have, implement or maintain the technical and technological capacity required by MGA, or to require its agents to utilize such technical and technological capacity, shall be grounds for MGA to terminate or suspend this AGREEMENT effective immediately.
