Terms of Reference. (i) It is the intent of both the Union and the Employer that the quality and delivery of service to the public be maintained. (ii) A suitable replacement for the employee on leave will be obtained where required, and the incumbents filling any position(s) temporarily vacated as a result of such leave will be covered by the collective agreement provided the leave is for a period of one (1) year. (iii) Applications under this Plan will not be unreasonably denied, and any permitted discretion allowed under this Plan will not be unreasonably refused. (iv) It is understood that the Plan shall comply with Canada Revenue Agency requirements.
