Details are provided in Annex 1 \u2013 Overview of Key Stakeholders for the SUN Fund.\n4.1.2 Key function 2: Development of costed annual workplans, reporting, documentation and dissemination of lessons learnt The service provider will use the First 1000 Most Critical Days Programme design documents (Annexes 2a, b &c) to develop annual costed workplans with the NFNC The workplans will outline priority tasks for the year ahead and identify areas where the NFNC, line Ministries, districts and other key stakeholders are likely to need specific support. Costed workplans will be approved on an annual basis by the SUN Fund Steering Committee. A draft annual workplan for year 1 has been developed but the service provider will need to revise this in collaboration with the NFNC and partners. Please refer to the First 1,000 MCD Programme 1st year and 3-year documents for details. The service provider will develop quarterly and annual narrative and financial reports for submission to the SUN Fund Steering Committee. These reports will be compiled from quarterly reports submitted by grant recipients and will document progress against the costed annual workplan for the SUN Fund. The reports will form the basis for review of progress in Fund implementation at quarterly meetings of the Fund Steering Committee. Specifically, the reports compiled by the service provider will include: \uf0a7 A narrative description of progress in the last reporting period, highlighting particular achievements or events; \uf0a7 Progress against milestones and targets set in the Fund monitoring and evaluation plan; \uf0a7 A summary of any issues and concerns that need to be addressed; \uf0a7 Priority actions and/or changes to the workplan for the next reporting period; \uf0a7 An annex listing all technical assistance assignments and operational research commissioned in the last quarter. In addition, the service provider will be responsible for documentation and dissemination of lessons learnt, best practice and the findings of commissioned operational research.\n4.1.3 Project appraisal and Due diligence The service provider will have the responsibility for establishing an effective project appraisal mechanism to ensure that all fund recipients have a) the required level of managerial and financial capacity to manage funds; b) appropriate governance arrangements in place and c) the backing of the relevant government department for district service providers with evidence of appropriate senior management approval.\n4.1.4 Key function 3: Grant disbursement Applications to the Fund will be based on proposals and workplans submitted by prospective implementing partners. Proposals will be reviewed by the service provider against agreed standardised eligibility and assessment criteria relating to relevance, technical content, and inclusion of a robust budget and workplan. The service provider will then complete a project appraisal report based on the mechanism developed for key function 1. Following approval of applications, the service provider will enter into a grant agreement with the applicant. Contracted partners will be responsible for day to day implementation and financial administration and accountability of the project in accordance with the grant agreement. However, the service provider will be responsible for: \uf0b7 Timely disbursements of funds based on progress and need. \uf0b7 Tracking progress and budget execution against the costed workplan and performance monitoring plan for the project. \uf0b7 Supporting procurement of necessary commodities, goods, services and technical assistance inputs for the project to ensure quality assurance and value for money. \uf0b7 Supporting project coordination by identifying opportunities for collaborative working. \uf0b7 Ensuring there are annual audits of funded projects, where necessary through collaboration with the Ministry of Finance and office of the Auditor General or an independent auditor. It is expected that about 60% of the funding will be earmarked for public service providers at district level. Most direct nutrition interventions are currently delivered through the primary health infrastructure and building on existing services is a more sustainable approach. However, because of human resource and coverage gaps, the balance of funding will be available to NGOs, UN, research organisations and private sector for innovation and complementarity to scale up.
