The Secretary General of the Council of Europe shall notify the member States of the Council of Europe, any State having acceded to the Agreement and the European Economic Community of any acceptance or objection made under Article 2 and of the date of entry into force of this Additional Protocol in accordance with Article 2.

The Secretary General of the Council of Europe shall notify member States of the Council and States acceding to this Agreement: a of every signature, with any reservations in respect of ratification, of the deposit of each instrument of ratification, and of the date on which the Agreement enters into force; b of the deposit of any instrument of accession in accordance with Article 10; c of any notification or declaration received in accordance with Articles 2, 7 and 12, and the date on which it takes effect.
The Secretary General when hiring technical and administrative staff, who may be of any nationality, shall bear in mind strictly the ability, competence, and reputation of the candidates and shall seek to ensure balanced subregional geographic distribution, provided that this is compatible with the preceding criteria.
The Secretary General of the Council of Europe shall notify the member States of the Council of:
The Secretary General. 1. The Chairman of the Committee of Ambassadors shall be appointed from among the membership of the Committee, based on the principle of rotation among the regions of the OACPS;
2. The Chairman of the Committee of Ambassadors shall:
a) preside over the meetings of the Bureau and the Committee;
b) use his/her good offices to actively promote and protect the interests of the OACPS;
c) provide an effective and timely response to matters affecting the OACPS, which require attention at the level of the Committee of Ambassadors;
d) represent the OACPS in meetings required for strength- ening and promoting closer relations with external partners, and cooperation within the regions of the OACPS;
e) carry out such other tasks and functions as may be agreed upon by its Members.
3. The Chairman shall consult with the Bureau on matters of an urgent nature requiring attention.
The Secretary General a) shall be appointed for a non-renewable term of five years;
b) shall ensure that high quality work, technical and administrative support, and services are provided by the Secretariat to the Members and Organs of the OACPS;
c) shall be the Authorising Officer for the Budget;
d) shall be responsible for managing the staff, projects, and programmes of the OACPS;
e) shall be the designated spokesperson and represent- ative of the OACPS and the Secretariat and may also be authorised by the Council of Ministers to negotiate, conclude, and sign agreements with external parties;
f) may present proposals to the Committee of Ambas-
The Secretary General a) shall ensure that good quality technical and administrative support and services are provided by the Secretariat to the members and the organs of the ACP Group;
b) is the Authorising Officer for the Budget;
The Secretary General. 1. The Conference shall appoint, by a two-thirds majority of all Members, a Secretary-General for a defined period of time. He shall remain in office until the appointment of his successor. The Secretary-General shall assist the President of the Conference, and shall maintain continuity of business between sessions. He may undertake all such actions as are required for the conduct of the Conference’s current business.
2. The Secretary-General shall present to the Conference:
a) the draft indicative scheme referred to in Article IV, paragraph 3 f);
b) the ordinary budget and provisional estimate provided for in Article IV, paragraphs 3 g) and h);
c) the particular financial provisions for each Special Project, in accordance with Article IV, paragraph 3 i);
d) the audited annual accounts and the annual report called for in Article IV, paragraphs 3 k) and l).
3. In the exercise of his duties the Secretary-General shall make use of the services of EMBO.
