Time-In-Title and Location. An employee shall not be eligible for transfer to any other job title or loca- tion until such employee has completed the time-in-title and location requirements in the respective job title or classifica- tion as set forth below. Time-in-title and location require- ments may be waived when required by the conditions of the business or for personal reasons affecting the employee.
