Xxxxxxxx Model. This framework is based on a set of four criteria—robustness, rapidity, resourcefulness and redundancy—to evaluate the technical, organizational, social and economic dimensions of the disaster management process (Xxxxxxx et al., 2003). This matrix is applied to four "critical" infrastructure sectors, namely Water, Energy, Hospitals and Emergency management systems. The definition of resilience is comprehensive, including persistence and adaptation: Resilience is the "ability of social units (e.g., organizations, communities) to mitigate hazards, contain the effects of disasters when they occur, and carry out recovery activities in ways that minimize social disruption and mitigate the effects" of future events (Xxxxxxx et al., 2003, p. 735). A quantitative model has been proposed to measure and compare the level of performance of an infrastructure between 0%, when no service is available, and 100%, when the service is fully operational (Xxxxxxx et al., 2003). The "loss of resilience" is viewed as the magnitude of the degradation of performance following failure over time (Xxxxxxx et al., 2003, p. 737). This operational conception introduces three key generic parameters for resilience: Failure probability Consequence from failure Reduced time to recovery. These generic parameters correspond to the ability of the system to resist, absorb and recover respectively. Remarkably, these parameters also correspond to the three temporal phases of resilience, namely, before, during and after an event. This triple correspondence is a key asset of the framework (Xxxxxxxx et al., 2012a; Xxxxxx et al., 2010; Xxxxxx, 2012)). In the CK model, there are two adversarial models, namely the unauthenticated-links / real world model (UM) and the authenticated-links / ideal world model (AM). AM is the (ideal) world where messages are authenticated magically, and UM is the (real) world in which we want our protocols to be proven secure. Proving protocols secure in the CK model is usually by translating a provably secure protocol in the AM to a provably secure protocol in the UM with the use of an authenticator.
