THIS AFFORDABLE HOUSING LOAN AGREEMENT (Predevelopment and Development) (this “Agreement”) is entered into effective as of , 2022 (“Effective Date”) by and between the City of Livermore, a municipal corporation (“City”) and Tri Valley BMR, LLC, a California limited liability company (“Borrower”), whose sole member is Housing Consortium of the East Bay, a California not-for-profit corporation (“HCEB”). The City and the Borrower are collectively referred to herein as the “Parties.”
