It is the purpose of this Agreement to promote and maintain harmonious relations between the Employer and Employees; to provide an amiable method of settling grievances or differences which may possibly arise; and to set forth rates of pay, hours of work and other conditions of employment, to prevent strikes and lockouts, waste, unnecessary expense and avoidable delays in the carrying out of duties.
