The Government of the State of Israel and the Government of the Republic of Estonia (hereinafter referred to as "the Parties"), guided by their desire to strengthen their friendly relations and to promote exchanges in the spheres of culture, education and science, based on the Agreement between the State of Israel and the Republic of Estonia on Cultural, Educational and Scientific Cooperation signed in Jerusalem on July 12th 1993 have agreed on the following program of Cooperation for the years 2012, 2013, 2014 and 2015.
