This Agreement (this “MFN Agreement”), is being entered into by and between Southwestern Bell Telephone Company1 d/b/a AT&T Kansas (“AT&T Kansas”), and NE Colorado Cellular, Inc. (“Carrier”), (each a “Party” and, collectively, the “Parties”), pursuant to Sections 251 and 252 of the Telecommunications Act of 1996 (“the Act”).
