WHEREAS, in Ordinance No. 2001-07-077, after months of discussion concerning expansion plans of the University of Illinois, the Urbana City Council approved a certain agreement with the University, which agreement included among other matters, an agreement to vacate several certain alleys described therein, and pay to the City of Urbana compensation in an amount determined by the City Council to be the fair market value of the property acquired by virtue of the vacation of such alleys; and
