This publication contains the text of the 1994 Marrakesh Agreement Estab- lishing the World Trade Organization (WTO Agreement) and its Annexes. It replaces and updates The Legal Texts: The Results of the Uruguay Round of Multilateral Trade Negotiations, published and reprinted since 1994, in some important respects. It reflects all amendments and rectifications to the WTO Agree- ment and its Annexes effected or adopted up to September 2017, such as the amendment of the TRIPS Agreement, the insertion of the Agreement on Trade Facilitation (TFA), and the amendment of the Trade Policy Review Mechanism adopted in July 2017. Closely following the structure of the GATT 1994, the provisions of the GATT 1947 appear as the first text incorporated into the GATT 1994. Due to its continued relevance, this publication also reproduces, as one of the "other decisions of the CONTRACTING PARTIES" included in the GATT 1994, the 1979 "Enabling Clause".
