The Texas Department of Transportation (“TxDOT”) is pleased to present this Request for Qualifications (“RFQ”) for the State Highway (“SH”) 183 Managed Lanes Project (the “Project”). TxDOT intends to convert the delivery method for the Project from a toll concession comprehensive development agreement (“CDA”) to a design, build, finance, operate and maintain agreement with a pass-through payment (“PTP”) structure described generally below under the heading “Pass-Through Payment Approach.”
