December 1, 2015, by and among the CITY OF DETROIT (the “City”), a home rule city organized and existing under the constitution and laws of the State of Michigan, the GENERAL RETIREMENT SYSTEM OF THE CITY OF DETROIT (the “GRS”), a qualified governmental pension plan and trust under Section 414(d) of the Internal Revenue Code, and the GREAT LAKES WATER AUTHORITY (the “Authority”), a municipal authority and public body corporate organized and existing under and pursuant to the provisions of Act No. 233, Public Acts of Michigan, 1955, as amended (“Act 233”).
