SPED Outreach is organized as a contractual agreement between The Miami-Dade County Public Schools (M-DCPS) and Miami-Dade County (which houses four programs), as well as 17 agencies that serve cognitively impaired and students with other disabilities. The original agreement with Miami-Dade County was initiated in 1982 as a co- venture to fund five programs for Severely Emotionally Disturbed (SED) students. The contractural agreement with Miami-Dade County stipulates that M-DCPS is responsible for providing administration, supervision and evaluation of the educational component, teachers and support educational staff, transportation, breakfast and lunch, curriculum materials, supplies, and equipment for classroom operations. Miami-Dade County provides the building facilities, clinical services and day-to-day supervision. Each entity is responsible for the budgets of their respective operations.
