In fact, the copyright systems all over the world seek to create a balance between the interests of right holders and the needs of the public. The exceptions and limitations on the exploitation of the copyrighted works serve for this purpose. The principles of non-discrimination, equal oppurtunity and access, full and effective participation of disabled in society were set out in the Universal Declaration of Human Rights and the United Nations Convention on the Rights of Persons with Disabilities. Although there were exceptions and limitations both in various inter- national copyright treaties and in national laws to facilitate access of disabled, they could not offer a remedy to end the “book famine” of visually impaired people so far.
