This Professional Consulting Services Agreement ("Agreement") is made as of the 10th day of April, 2023, by and between the City of Council Bluffs, an Iowa corporation ("Client"), and Barr Engineering Co., a Minnesota corporation ("Barr"), and who are referred to as a “Party” or the “Parties.”
