RUSSIA on the one hand and LATVIA on the other, being strongly desirous of bringing to an end the present state of war between them, and of bringing about a final settlement of all the questions arising from the former subjection of Latvia to Russia, have decided to commence negotiations for peace and to conclude as soon as possible a lasting, honourable and just peace.
