THIS AGREEMENT, (“Agreement”) effective upon full execution, by, between, and among the CITY OF SARATOGA, a municipal corporation (“Saratoga”), the TOWN OF LOS GATOS, a municipal corporation (“Los Gatos”), and the SANTA CLARA VALLEY WATER DISTRICT, a California special district (“District”), is made with reference to the following facts:
