THIS DEVELOPMENT AGREEMENT (“Agreement”), made as of the day of June, 2016, by and between the City of Waupaca, Wisconsin (“Waupaca”) and Carousel Gymnastics, LLC (“Carousel”), Developer and Christine Barden (“Barden”) and Tiffany Losinski (“Losinski”) Guarantors (individually, each of the foregoing is a “Party” and collectively, the “Parties”).
