The Agreement on the Conservation of Small Cetaceans of the Baltic, North East Atlantic, Irish and North Seas (ASCOBANS) is a treaty concluded under the United Nations Environment Programme. Its secretariat is provided by the Convention on Migratory Species, itself a Multilateral Environmental Agreement under the United Nations Environment Programme. ASCOBANS has been in force since 1994 and has ten Parties1 to date.

The Agreement on the Conservation of Small Cetaceans of the Baltic, North East Atlantic, Irish and North Seas (ASCOBANS), opened for signatures in 1992, is a treaty with ten Parties1 and seven non-Party Range States. ASCOBANS covers small toothed whales, dolphins and porpoises, with individual measures detailed in a Conservation and Management Plan annexed to the Agreement and in Resolutions adopted by each Meeting of Parties (MOP). Its secretariat is provided by the Convention on Migratory Species (CMS), itself a Multilateral Environmental Agreement under UNEP. Given the migration of these small cetaceans across national boundaries, ASCOBANS promotes close cooperation between countries and engagement with relevant stakeholders such as intergovernmental and non-governmental organisations.

The aim of this group has been to review the current research and conservation efforts undertaken by Contracting Parties, Range States and others within the ASCOBANS Extension Area (Fig. 1), and to identify what opportunities for collaboration exist. A summary of recent research and conservation actions undertaken by country was presented in March 2012 at AC19 in Galway, Ireland, at AC20 in Warsaw in August 2013, at AC21 in Gothenburg, Sweden in September 2014, and at AC22 in Den Haag, The Netherlands in September 2015. Since then, there has not been a report so the present one summarises progress over the last ten years.
