Their need is not fof support and counselling such as is provided by YSAP services, but for affordable housing. Many young people in crisis who initially require supported accommodation will also, after a period, require unsupported accommodation in which to make the transition to independent living. This chapter describes the policies and practices of State housing authorities in providing access to public housing for young people.

One of the several inbuilt complexities of the Commonwealth State Housing Agreement is the formula used to derive the quantum of the untied grant. The grant is calculated on the basis of a minimum level of $7.3M being 5 % of an amount of the first $146M of the Commonwealth housing appropriation. The Territory receives this minimum allocation to which is added a per capita (1 % ) apportionment of the balance of the appropriation.
