This document provides background information and summarizes the major terms of the Comprehensive Maintenance Agreement (“COMA”) for maintaining the State Highway 249 Extension (the “Project”), which may be entered into by the Texas Department of Transportation (“TxDOT”) and the selected Proposer (“Maintenance Contractor”). The Maintenance Contractor will be the same entity or have the same equity participants as the Design-Build Contractor for the Project.
