• The Department is developing a process which will streamline the non- competitive agreements such as those with municipalities and political subdivisions of the State. Currently each project with a municipality or political subdivision is treated as a new agreement. The Master Municipal Agreement being developed would contain all of the provisions necessary for the Department to enter into an agreement with a municipality or a political subdivision. As grant monies for specific projects become available it can be passed to the municipality or political subdivision by way of a letter referencing the Master Municipal Agreement. The letters will be referred to as a Grant Authorization Document and will comprise of 3 to 5 pages. Implementation of this process will take a fraction of time to complete as compared to executing a new agreement for each project.
