Project Labour Agreements (PLAs) are agreements negotiated on a project by project basis, generally at the request of the client/owner. This form of agreement is very common throughout the construction industry in North America and can address numerous types of issues. Client/owners usually request PLAs for larger projects that will span an Industrial/Commercial/Institutional (ICI) contract negotiation or encounter unique construction conditions such as accessing remote geographical sites or addressing environmental concerns. PLAs are not new in Alberta. The original construction of Syncrude in the 1970s was done under a PLA; as was every major project built there since. Project Labour Agreements were also a condition of securing work on major construction projects at Shell, Scotford; Nova, Joffre; Weldwood, Hinton; Suncor, Millenium; and countless others.
