Project labour agreements (PLAs) are pre-hire con- tracts between a construction owner and labour or- ganizations that establish the terms and conditions of employment on a specific construction project. PLAs have been used for decades by some of Ontar- io’s largest companies in the industrial sector when building some of the province’s largest manufactur- ing and other production facilities. Ontario labour law, however, has somewhat constrained the use of PLAs to the industrial sector. This has led to public policy discussions about allowing businesses and government agencies easier access to using PLAs on their respective construction projects if they deem it valuable to their organization’s goals.

Project Labour Agreements (PLAs) are agreements negotiated on a project by project basis, generally at the request of the client/owner. This form of agreement is very common throughout the construction industry in North America and can address numerous types of issues. Client/owners usually request PLAs for larger projects that will span an Industrial/Commercial/Institutional (ICI) contract negotiation or encounter unique construction conditions such as accessing remote geographical sites or addressing environmental concerns. PLAs are not new in Alberta. The original construction of Syncrude in the 1970s was done under a PLA; as was every major project built there since. Project Labour Agreements were also a condition of securing work on major construction projects at Shell, Scotford; Nova, Joffre; Weldwood, Hinton; Suncor, Millenium; and countless others. While there is little economic difference between today’s PLAs in northern Alberta, the terms and legalities of the agreements vary
