WHEREAS Johns Disposal Service, Inc., hereinafter referred to as the “Contractor” and the City of Whitewater, Wisconsin, hereinafter referred to as the “City” entered into an Agreement for Refuse and Recyclables Collection and Disposal on January 1, 2011 and amended on January 1, 2015, hereinafter referred to as the “Agreement;” and
