be accomplished in phases, the esti- mated cost of each phase. The max- imum obligations of the parties to share the cost of the project shall be stated in terms of the total estimated cost of the project and, if project is to be accomplished in phases, in terms of the estimated cost of each phase. Other responsibilities of the parties shall also be described in the agreement, as may be agreed upon and as may be in con- formity with these regulations, to meet the needs and requirements of a particular project.
