Commercial solar energy facility means a "commercial solar energy system" as defined in Section 10-720 of the Property Tax Code. "Commercial solar energy facility owner" means a private commercial enterprise that owns a commercial solar energy facility. A commercial solar energy facility owner is not nor shall it be deemed to be a public utility as defined in the
