The parties deem the Contract to have been made in the City of Hartford, State of Connecticut.
Any complaint by a person who is denied the right to inspect or copy such records or files shall be brought to the Freedom of Information Commission in accordance with the provisions of sections 1-205 and 1-206 of the Connecticut General Statutes.
Both parties agree that it is fair and reasonable for the validity and construction of the Contract to be, and it shall be, governed by the laws and court decisions of the State of Connecticut, without giving effect to its principles of conflicts of laws.
This Contract may be subject to the provisions of Section 4-61dd of the Connecticut General Statutes.
