Cooperative association representationWhenever, under the provisions of this sub- chapter, the Secretary is required to determine the approval or disapproval of producers, the Secretary shall consider the approval or dis- approval by any cooperative association of pro- ducers, engaged in a bona fide manner in mar- keting milk or the products thereof, as the ap- proval or disapproval of the producers who are members of or under contract with such cooper- ative association of producers.
