Expense Base Factor definition
Expense Base Factor means the Expenses as hereinafter defined for the calendar year 1999.
Expense Base Factor means an amount equal to the Expenses for the Operating Year 2006.”

Expense Base Factor means the amount of the Expenses for the calendar year 1995.
