Historically Disadvantaged Individual (HDI) means a South African citizen -
Historically Disadvantaged Individual (HDI) means any person, category of persons or community, disadvantaged by unfair discrimination before the Constitution of the Republic of South Africa, 1993 (Act No. 200 of 1993) came into operation.(Please Note: Historically Disadvantaged Individuals includes women and persons with disabilities)
