The Franchise may then be administered separately by that Member City as to its territorial boundaries, except that in no event should Grantee’s cumulative Franchise burden be increased thereby.

Member Cities are defined in the Valley Metro Rail, Inc. By-Laws and include Phoenix, Tempe, Mesa, Glendale, and Chandler.
