Operational Manual means the manual, satisfactory to the Association, setting forth the operational and administrative procedures for the implementation of the Project and referred to in Section 6.01 (a) of this Agreement, as the same may be amended from time to time with the agreement of the Association;

The Additional Conditions of Effectiveness consists of the following, namely, that the Operational Manual has been prepared and adopted by the Borrower, through MEC and MOPC, in a manner acceptable to the Bank.
