Recordation "record," or "recorded" means, with regard to NOx allowances, the movement of NOx allowances by the administrator from one NOx allowance tracking system account to another, for purposes of allocation, transfer, or deduction.
Recorder means either a personal video recorder (PVR) or digital video recorder (DVR) which must satisfy the following features:

sound recording means a recording of sounds from which sounds may be produced regardless of the medium on which such recording is made or the method by which the sounds are produced. A phonogram and a CD-ROM are sound recordings.
