Refund Anticipation Check Service means a service pursuant to which a check in the amount of a taxpayer’s federal income tax refund, less the sum of (a) fees charged for the making of the check, (b) tax preparation fees and (c) other properly withheld amounts, is delivered to a taxpayer on account of a direct deposit refund (other than in connection with a RAL made in advance of receipt of the related refund). “Refund Anticipation Check Service” includes the delivery of a direct deposit refund check to a taxpayer in connection with such taxpayer’s denied RAL application.
