The Operating Budget for subsequent calendar years shall include, but not be limited to, anticipated revenues, occupancies, rate increases, capital improvements, financing needs, salaries and all other operating expenditures of the Company, and shall separately set forth all capital expenditures, identifying those items that are Specified Capital Expenditures.
