Substantially Commenced definition
Substantially Commenced means that work or development the subject of planning approval has been begun by the performance of some substantial part of that work or development;
Substantially Commenced means that some substantial part of work in respect in respect of a development approved under a planning scheme or under an interim development order has been performed.
