Fairfax County has an agreement with DC WASA to replace these two sewer pipelines. Arlington County owns, operates, and maintains three (3) water pipelines beneath Chain Bridge. The parties hereto have determined that these five water and sewer utility pipelines are beyond their useful service life expectancy and that such pipelines are in need of expedited replacement. The replacement of the three water pipelines owned by Arlington County was added to the scope of design services of a negotiated design contract between Fairfax County and a private contractor that was originally limited to designing replacements for the two sewer pipelines. This design work for the replacement of the three water pipelines has been completed and was added to the scope of construction work under a separate, competitively bid construction contract between Fairfax County and a second private contractor, which contract consists of replacement of the two sewer pipelines and three water pipelines. Pursuant to a separate agreement between Arlington County and Fairfax County dated October 31, 1994, Fairfax accepts 1.8 million gallons of sewage per day from Arlington County, which is 19.1% of the capacity of the two (2) sewer utility pipes beneath Chain Bridge. The scope of the Fairfax County contract for the design services referenced above includes archeological investigation related to the replacement of the three water pipelines. The scope of the Fairfax County construction contract for replacement of the two sewer and three water pipelines has been amended to include asbestos and lead abatement services. The costs associated with all these services are addressed in section 5 below.
