GENERAL AND FINAL PROVISIONS. Article 85 A Cooperation Council is hereby established which shall supervise the implementation of this Agreement. It shall meet at ministerial level once a year and when circumstances require. It shall examine any major issues arising within the framework of the Agreement and any other bilateral or international issues of mutual interest for the purpose of attaining the objectives of this Agreement. The Cooperation Council may also make appropriate recommendations, by agreement between the two Parties.
GENERAL AND FINAL PROVISIONS. 1. Amendments to this agreement may be made only on the basis of a written amendment which has to be signed by both parties of this agreement.

Article 118 1 Where a Contracting Party considers that it would be useful in the interests of all the Contracting Parties to develop the relations established by this Agreement by extending them to fields not covered thereby, it shall submit a reasoned request to the other Contracting Parties within the EEA Council. The latter may instruct the EEA Joint Committee to examine all the aspects of this request and to issue a report. The EEA Council may, where appropriate, take the political decisions with a view to opening negotiations between the Contracting Parties.

GENERAL AND FINAL PROVISIONS. 11.1 This Agreement shall enter into force on the date on which all Parties have notified each other through the diplomatic channel of their compliance with the constitutional requirements necessary for the implementation thereof.
