Notwithstanding the foregoing, if any of the provisions of the Project Implementation Manual is inconsistent with the provisions of this Agreement, the provisions of this Agreement shall prevail and govern.
The PMU shall: (i) evaluate the Grant applications; (ii) decide on which Grants shall receive financing under the Financing; (iii) approve the Grant for disbursement, ensuring it will not exceed the total estimated cost of the activities it will finance and, thereafter, conclude the Grant Agreement with each Beneficiary; and (iv) not assign, amend, abrogate or waive the Project Implementation Manual or any of its provisions without the Association’s prior agreement.
The national CARG scheme under Part 3.1(b) of the Project shall be managed and monitored by the PMU pursuant to the procedures of, and under the terms and conditions set forth in, the Project Implementation Manual.
Strengthening of the Research System For the purposes of carrying out Part 2 of the Project, the Secretariat General shall enter into an implementation agreement with ITRA and ICAT whereby the Secretariat General shall: (i) entrust to ITRA or ICAT its implementation responsibilities thereunder; and (ii) ensure Part 2 is carried out by ITRA and ICAT as planned in the AWP&B and in accordance with the provisions of the Project Implementation Manual.
Small Grants under Part 2.1 of the Project shall be managed and monitored by INRAB pursuant to the provisions of the Project Implementation Manual and within the framework of the AWP&B, and shall be made available to Beneficiaries through INRAB on the basis of the specific Research Proposals previously validated by the PMU and included and approved in the AWP&B to finance an amount not exceeding the total estimated cost of the activities it will finance.
