State participation. 1. The State or any Entity owned by the State may in the future become a Right Holder pursuant to Article 36 of this EPA, but the State or such entity shall not in such capacity have any rights or obligations under this EPA that are different from those of any other Right Holder (except to reflect the respective Participating Interests of each Right Holder). 3.
