Tenders xxx geëvalueer en beoordeel word ingevolge die Voorkeurverkrygingsbeleid Raamwerk Wet (Wet
5 van 2000), die Voorkeurverkrygingsbeleid, 2017 en die Hessequa Munisipaliteit se Voorkeurverkrygingsbeleid waarvoor 80 punte ten opsigte xxx xxxx en 20 xxxxx toegeken word ten opsigte van die B-BSEB bydrae. ‘n Twee-fase evaluasie xxx gevolg word vir hierdie bod: 1) Funksionaliteit en 2) Prys en B-BSEB.

i) Die wisselkoers wat gebruik moet word vir die berekening van die plaaslike vervaardiging en inhoud moet die wisselkoers wees wat deur die Suid-Afrkaanse Reserve Bank gepupliseer is teen 12:00 op 08 OKTOBER 2021 (datum van advertering van tender).
ii) Slegs die Suid-Afrikaanse Bureau van Standaard goedgekeurde tegniese spesifikasie nommer SATS 1286:2011 moet gebruik word om die plaaslike inhoud te bereken.
n Tender wat versuim om aan die vooraf kwalifikasiekriteria, gestipuleer in tender dokumente, te voldoen is ‘n onaanvaarbare tender.

Die klient is nie gebonde tot die aanvaarding van die laagste tender of die toekenning van die tender aan die tenderaar wat die meeste punte behaal nie.

T1.1 : TENDER NOTICE AND INVITATION TO TENDER
Tenders are hereby invited for:
HES-TECH 10/2122: UPGRADING OF SEWER AND WATER PUMPSTATION IN STILL BAY AND EQUIPPING OF ALBERTINIA AND MELHOUTFONTEIN BOREHOLES
It is estimated that Tenderers should have a CIDB contractor grading designation of 4CE or higher.
Tender documents will be available from 11 OCTOBER 2021 at the Supply Chain Management Unit from Ms Xxxxxx Xxxxxxxxx, during office hours on Mondays to Thursdays from 07:45 to 16:30, on Wednesdays from 08:00 to 16:30, and on Fridays from 07:45 to 15:30.

Tenders will be evaluated and adjudicated in terms of the Preferential Procurement Policy Framework Act (Act 5 of 2000), The Preferential Procurement Regulations, 2017 and the Hessequa Municipality’s Supply Chain Management Policy, for which 80 points will be allocated in respect of price and 20 points in respect of B-BBEE contribution. A two-phase evaluation will be followed for this bid: 1) Functionality and
2) Price and B-BBEE.
As part of functionality, the Tenderer will be required to score a minimum of 75 out of 100 points based on criteria defined below:

i) The exchange rate to be used for the calculation of local production and content must be Exchange rate published by the South African Reserve Bank (SARB) at 12:00 on 08 OCTOBER 2021 (date of advertisement of the tender).
ii) Only the South African Bureau of Standards (SABS) approved technical specification number ATS 1286:2011 must be used to calculate local content.
A tender that fails to meet any pre-qualifying criteria stipulated in the tender documents is an unacceptable tender. Sealed tenders, appropriately marked with the contract number, must be placed in the tender box at the offices of
Hessequa Municipality, Post Office Building, 00 Xxxx Xxxx, Xxxxxxxxxx, before or on 12h00 on Friday, 05 NOVEMBER 2021 after which tenders will be opened.
Electronic format of tenders or faxes will not be accepted and incomplete tenders and/or tenders received late will not be considered. The Municipality reserves the right to withdraw any invitation to tender and/or re- advertise or to reject any tender or to accept a part of it. The Municipality does not bind itself to accepting the lowest tender or award a contract to the bidder scoring the highest number of points.
It is expected of all prospective service providers who are not yet registered on the Central Supplier Database (CSD) to register without delay on the prescribed form. The Municipality reserves the right not to award tenders to prospective suppliers who are not registered on the CSD.
A compulsory clarification meeting will be held on WEDNESDAY, 27 OCTOBER 2021 at 14:00 and will be held at the HESSEQUA MUNICIPALITY OFFICES IN STILL BAY.
