90% YOY Volume Retention Plan. If the number of CLEC’s QLSP total lines as of October 31 of each year equals or exceeds 90% of the sum of CLEC’s QLSP total lines as of October 31 of the preceding year, CLEC will qualify for a 10% discount off of the Business Port and a 2% discount off of the Residential Port MRCs applicable during the next calendar year.
