Access to Production Facilities. 3.1.2.1 The Engineer shall have access at any time to all parts of the plant for inspection of the conditions and operations of the plant, for confirmation of the adequacy of the equipment in use, for verification of proportions and character of materials, and for determination of temperatures being maintained in the preparation of the mixtures.
