ACCESS TO RECORDS AND RIGHT TO INSPECT. The VIHFA and SUBRECIPIENT (Agency) shall comply with the retention and access requirements set forth in 24 CFR 570.506. The VIHFA, HUD, the Comptroller General of the United States, and any of their duly authorized representatives or agents, shall have access to, and the right to examine, all records, books, documents, and papers of the VIHFA and SUBRECIPIENT created under this Agreement for the purpose of audits, examinations, and making excerpts and transcriptions. SUBRECIPIENT and the VIHFA shall provide reasonable access to records regarding the past use of CDBG funds in compliance with applicable Territorial and Federal laws and regulations regarding privacy and obligations of confidentiality. All records, reports, documents, or other material or data, including electronic data, related to this Agreement and/or obtained or prepared by SUBRECIPIENT, and all repositories and databases compiled or used, regardless of the source of information included therein, in connection with performance of the services contracted for herein shall become the property of VIHFA, and shall, upon request, be returned by SUBRECIPIENT to VIHFA at termination or expiration of this Agreement.
