Access; Tolls & Fees. In addition to the other rights and easements reserved and/or granted to Developer in this Declaration, there is hereby reserved unto Developer, for so long as Developer owns a Lot primarily for the purpose of sale, and thereafter to the Association, the right and privilege, but not the obligation (i) to maintain guarded or electronically-monitored gates controlling vehicular access to and from the Development; and (ii) to require payment for any devices given to an Owner for accessing the Development; and (iii) to collect toll charges for use of roads and streets within the Development by permitted commercial traffic or by members of the general public, provided that in no event shall any such tolls charges be applicable to any Owners or Occupants, or to Developer or those Persons designated by Developer.
